Pre condition : There should be history items present in chrome://history page.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://history/ and observe borders of history card
 
Actual: Unwanted grey line is seen on borders of history card
Expected: Unwanted grey line should not be seen on borders of history card

This is a Regression issue seen from 'M-70' and providing the bisect info below:
Good Build: 70.0.3531.0 (Revision: 585561)
Bad Build:  70.0.3532.0 (Revision: 585632)

You are probably looking for a change made after 585560(known good), but no later than 585563(first known bad).

Note:
1.Unable to provide bisect using per-revision script as "[Errno 2] No such file or directory" error message is thrown, hence providing narrow bisect
2.Issue is not seen on Linux (14.04 LTS)
