Login screen text fields have inconsistent state after 'Backspace'

Project Member Reported by jopra@chromium.org, Aug 29

Issue description

Chrome Version: 70.0.3531.0
OS: ChromeOS

What steps will reproduce the problem?
(1) Enter text in the password field of the login screen
(2) Select all and hit 'backspace'

What is the expected result?
All the text is removed, the cursor blinks at the beginning of the input box.

What happens instead?
The text is cleared but returns when the cursor is visible, sometimes rendering two cursors, also showing the highlighted state.

Hoping Manu will know who to assign for this.

Summary: Login screen text fields have inconsistent state after 'Backspace' (was: Password field in login screen has inconsistent state after 'Backspace')
This also affects the email field (I tested on ToT). I attached a screenshot with an example of what the visual artifacts look like (the text box is actually empty).
