"inspector-protocol/heap-profiler/heap-snapshot-merged-nodes.js" is flaky.

This test is timing out.

We don't see similar failures on the main waterfall:
https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_layout_tests&tests=inspector-protocol%2Fheap-profiler%2Fheap-snapshot-merged-nodes.js

The test seems consistently slow on any platforms, so we probably should
make this test Slow on release builds, too.

especially on CQ bots (which has DCHECK enabled):
