Windows PWAs: Change title bar color to indicate when a window is not focused

Issue description

Chrome Version: 70
OS: Windows, Linux

What steps will reproduce the problem?
(1) Launch a PWA window.
(2) Focus some other window.

What is the expected result?
PWA window title bar color or button colours change to reflect unfocused state.

What happens instead?
No change.
