Clean up source code references in theme config documentation |

Issue descriptionOur theme config documentation https://developer.chrome.com/extensions/themes https://chromium.googlesource.com/chromium/src/+/master/chrome/common/extensions/docs/templates/articles/themes.html makes multiple references to the source code requiring the reader to interpret C++ literals. We should make the documentation more straight forward to read and less brittle to source code changes. Peter is more active in themes right now and more aware of coming changes that would affect theme author facing documentation including, but not limited to, source code references.

I'm load-balance-punting this to rameier@ who's been helping out a lot with themes lately. I'm happy to contribute when free, but this work(to document our existing functionality) seems like it dovetails with some work I already sent his way about documenting the potential effects on the theme system of removing a bunch of existing functionality.
