Keyboard Lock does not lock the Windows key

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Enter fullscreen and call navigator.keyboard.lock()
2. Press the Windows key
3. The Windows start menu will appear 

What is the expected behavior?
The Windows key should be captured by the webpage.

What went wrong?
The Windows key is not being locked. 

Did this work before? No 

Does this work in other browsers? N/A

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

We have a remote desktop application so all keys are requested.

Joe, could you take a look at this? Are we supposed to disable the OS shortcuts/keys in this mode?

Win shortcuts are blocked but not the Win key itself.  I have a tracking bug to implement that but it's somewhat complicated as it affects modifier states.
