The shadow of the leaflet popup is displayed shifted downward

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3535.0 Safari/537.36

Steps to reproduce the problem:
1. Access the URL
2. Click on any place around the map
3. A popup will appear saying "You clicked the map at LatLng(x, y)"
4. Check the shadow of the popup

What is the expected behavior?
The shadow is rendered correctly.

What went wrong?
The shadow of the popup is displayed shifted downward.
Please check the attached screenshot.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes 68.0.3440.106

Does this work in other browsers? Yes

Chrome version: 70.0.3535.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Somehow, there is a popup that does not cause a problem. The cause is unknown. (In this example, the pop-up of the middle marker doesn't have this bug. I don't know why)

Able to reproduce the issue on reported chrome version 70.0.3535.0 using Mac 10.12.6 and Windows-10 
Note: Issue is not seen on Ubuntu 14.04

Bisect Information:
-------------------
Good Build: 70.0.3531.0
Bad Build:  70.0.3532.0

Ran per-revision bisect for the issue, but we got error: [Errno 2] No such file or directory, so we ran chromium bisect for the above range, but without any builds getting invoked we got the Change-Log as mentioned below

Unable to find the correct suspect from the above changelog, hence Untriaging it and requesting someone from the Blink team help in assigning it to the correct owner.
Note: Adding ReleaseBlock-Stable for M-70, feel free to remove/change it if required.

Hmm, we sometimes incorrectly paint the box-shadow of the class="leaflet-popup-content-wrapper" div... fascinating

Not sure which of those CLs broke it, so assigning to paint for now?
