Screen goes blank upon opening lid

Issue description

Chrome Version: 69.0.3497.35 (Official Build) beta (64-bit)
Chrome OS Version: 10895.21.0 (Official Build) beta-channel nautilus
Chrome OS Platform: samsung chromebook plus v2

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Powered on, close lid of chromebook
(2) check power light, once it goes off .. then open lid. Power light comes back on
(3) Screen remains blank and not lit.  No swiping or keyboard activity will get screen to come back on.

None of this happens on the stable version (currently 67).

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

Components: UI>Shell>Display UI>GFX OS>Kernel>Power
By 'Powered on', do you mean you have not signed in yet?
Does brightness keys on top keyboard row work to get screen change?
Did you get to start the device successfully?
How often this issue happen?
Once you do, can you send feedback(Alt+Shift+i) with 'crbug/881093' in description?
Do you have external monitor or other peripherals connected?
