Add test for cloud print with third party cookies blocked

A bug was exposed ( issue 878051 ) where cloud print would not work when third party cookies were blocked. It would be great if there was a regression test for this so it won't happen again in the future.

At first glance,  issue 878051  doesn't look like an error in sign-in code, removing the component.

Status: Fixed (was: Untriaged)
I added a test that should cover this in http://crrev.com/c/1195147, I'll close this out.
