ScrollHeight property randomly "freezes" and unblocks after zooming

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
I'm not being able to reproduce this consistently

What is the expected behavior?

What went wrong?
I've been experiencing this randomly. I'll notice that the `scrollHeight` property is 1 pixel greater than what it usually is and that changes to the font size don't change the scrollHeight.

I've discovered that zooming in or out or adding through the devtools the `overflow: scroll` property "unfreezes" the `scrollHeight` property

This code runs in an iframe.

For example, running
document.querySelector('#precio').scrollHeight
// Returns 29, when it usually returns 28
document.querySelector('#precio').style.fontSize='100px'
document.querySelector('#precio').scrollHeight;
// At this point scrollHeight still returns 29px, even though the font size is significantly larger. So I zoomed in
document.querySelector('#precio').scrollHeight;
// Now scrollHeight returns 70, which is more reasonable.

I haven't been able to reproduce this using Edge.

Hi!

I'm attaching two files. An HTML file that loads about 20 iframes. To reproduce the problem you have to open the file, wait for everything to load, and then scroll to the bottom. From time to time, instead of displaying a number, the iframe won't display anything. Then if you zoom in and out, the numbers will appear.

I'm also attaching a video showing the problem

Let me know if there's anything else I can do to help!

Triaged the issue by using the test file provided in C#5 by following the steps shown in screencast on reported chrome version 68.0.3440.106 using Mac 10.13.1.

Our Observations:

Able to reproduce the issue on reported version 68.0.3440.106, and the issue is seen from M60(60.0.3112.0). The same seems to be fixed in latest Beta#69.0.3497.72 and on canary#71.0.3541.0.
Note: We observed few border lines at the bottom were missing, though it is inconsistent, but the numbers are being displayed properly without having to ZOOM In/Out.

Tentatively marking it as Untriaged, and requesting the reporter to check the same on latest chrome versions and let us know its behaviour. Please find the below URL to download the latest chrome versions. Any further inputs from your end may help us.

I can confirm that I'm not being able to reproduce this on canary#71.0.3542.0

Yes! This can be closed! I'll check again when the new Chrome gets released and reopen if I see this happening.
