New VIdeo Players is not useful for watching videos

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Drop a video in Chrome

What is the expected behavior?
The video UI doesn't not obstruct the video

What went wrong?
The video player now has a play/pause icon in the center of the video anytime the mouse pointer is anywhere near the video. This includes when the mouse pointer is over any of the bottom controls. This obstructs actually watching the video. It's extremely annoying browsing any video sites as the video is often blocked. The user is always forced to move their mouse out of the video. If the user is trying to cue the video their video itself is obscured.

Neither Firefox nor Safari have this issue. See screenshots. In all screenshots the mouse pointer was over the cue / timeline but it doesn't matter where the mouse is. In Safari and Firefox no matter where the mouse is the video is not obstructed. In Chrome it is.

I experienced this as well.  Spent tens of seconds searching for a way to dismiss the heavy video controls UI.  I would love to see a fix soon for this design regression.
