New VIdeo Players is not useful for watching videos

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Example URL: Any video (see screenshotS) Steps to reproduce the problem: 1. Drop a video in Chrome What is the expected behavior? The video UI doesn't not obstruct the video What went wrong? The video player now has a play/pause icon in the center of the video anytime the mouse pointer is anywhere near the video. This includes when the mouse pointer is over any of the bottom controls. This obstructs actually watching the video. It's extremely annoying browsing any video sites as the video is often blocked. The user is always forced to move their mouse out of the video. If the user is trying to cue the video their video itself is obscured. Did this work before? Yes 66? Is it a problem with Flash or HTML5? HTML5 Does this work in other browsers? Yes Chrome version: 68.0.3440.106 Channel: stable OS Version: OS X 10.13.6 Flash Version: Contents of chrome://gpu: N/A Neither Firefox nor Safari have this issue. See screenshots. In all screenshots the mouse pointer was over the cue / timeline but it doesn't matter where the mouse is. In Safari and Firefox no matter where the mouse is the video is not obstructed. In Chrome it is.
