17.2% regression in webrtc_perf_tests at 24451:24454

Looks like https://webrtc-review.googlesource.com/c/src/+/96121 is causing this.

I ran this test btw:
/out/Debug/webrtc_perf_tests --gtest_filter=FullStackTest.ScreenshareSlidesVP8_2TL_ModeratelyRestricted

If you don't have a quick fix, please revert.

CL is reverted. I'll dig into what happened and reland it after.

I forgot to switch usage on new config field. CL with fix relanded.
