Notification time out adjust

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Setup Notification
2. Notification appears then disappears quickly
3. 

What is the expected behavior?
Settings to allow for Notifications to appear longer or until clicked off

What went wrong?
Notification disappear to quickly. Don't know they are there unless you go and search for them.

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I have notifications setup in Google Chrome, I receive them correctly, however they time out or disappear to quickly.I need them to stay on longer or until clicked off. Without this option, the notification's disappear and I can't see them or know they are there.

As per comment# 0, the issue seems to be a Feature request, hence marking it as Untriage.
Note: Tentatively adding UI>Notification component to it.

Hi - we have no plans to make the on-screen duration of our own notifications configurable.

You're using a fairly old version of Windows. If you could consider updating to Windows 10, we now support use of the Windows Action Center. This means that notifications will continue to be available even after they "timeout", and that you can configure the on-screen time of them in Windows settings.
