ConsentBump is showing identity chooser

With UnifiedConsent and ForceConsentBump enabled

What steps will reproduce the problem?
(1) Relaunch the app

What is the expected result?
The consent bump should be displayed.

What happens instead?
The consent bump is presenting the identity chooser

[iOS] Don't present IdentityChooser on ConsentBump

The IdentityChooser shouldn't be presented on the ConsentBump as the
identity cannot be changed.
