OS:  Windows(7,8,8.1.10)  and Linux(14.04 LTS).

What steps will reproduce the problem?
1.Launch chrome and navigate to 'chrome://settings/editDictionary' page.
2. Now zoom out (i.e press 'ctrl--') to 33% and observe.

Actual  :Focus highlight on 'Add a new word' textbox disappears after zooming out to 33%.
Expected: Focus highlight on 'Add a new word' textbox should be seen even after zooming out to 33%.

This is a regression issue broken in ‘M-61’ and using per-revision bisect providing the bisect results,
Good Build :61.0.3142.0
Bad Build: 61.0.3143.0

You are probably looking for a change made after 482742 (known good), but no later than 482762 (first known bad).
