What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)In 'Set Wallpaper' overlay -> try to select on any Wallpaper or hover on any Wall paper and observe Arrow pointer is seen
(Please refer Video)

Expected:Hand pointer should be seen on hovering on any Wallpaper
Actual: Instead Arrow pointer is seen

This is Non-Regression Issue seen from M-62
