Regression : Unnecessary Grey Focus stays at Dropdown in lock screen

Chrome Version:  70.0.3532.0/11010.0.0 dev-channel Celes,Candy and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray click on 'Lock' option 
(2)In Lock screen -> click on Drop down available at User continuously (With Long press) and observe Grey Focus stays at Dropdown -> even on tabbing also grey focus stays at Dropdown
(Please refer Video and Screenshot)


Expected: Grey Focus should not stay at Dropdown 
Actual: Instead Grey Focus stays at Dropdown 

This is Regression Issue as same is working fine in M-66

Note : Issue is also seen on M-67,M-68 and M-69

UX question; currently the gray circle is an indicator that the tooltip is shown.

The circle should be shown only when the user tap on the drop down arrow. When user tap again or outside of the button, it should disappear.
