Issue descriptionChrome Version: 70.0.3534.4 (Official Build)Revision ddfef6cc5ce7547a217eefde728409170be53600-refs/branch-heads/3534@{#11}(32/64-bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.14, 10.13.6) and Linux(14.04 LTs). Pre-condition: Enable "Enable using the Google local NTP" and "New Tab Page Custom Links" flags from chrome://flags. What steps will reproduce the problem? 1. Launch Chrome and navigate to NTP. 2. Click on 'Add shortcut' thumbnail to open overlay and right click on any text field,observe Actual: Unnecessary 'Paste' option is seen enabled in context menu even when no text is copied Expected: 'Paste' option should be seen disabled in context menu when no text is copied This is a non-regression issue, seen from M-69 series as 'Add shortcut' thumbnail is introduced from build #69.0.3497.0 NOTE: This issue is also reproducible on Beta #69.0.3497.57 and Canary build #70.0.3535.0 Kindly review the attached screen-cast for reference. This context menu is controlled by RenderViewContextMenu. http://crbug.com/396616 covers the original work for this and this appears to have regressed. CC'ing avi@ in case he happens to remember any context surrounding this. Bumping to 71 as this is a small bug already occurring on Stable. My suspicion is that the standard for pasting in the render view is different than say the Omnibox, where paste is disabled.
