To reduce the number of cases where the splitscreen indicators flash while dragging an app down, introduce a 300ms timeout starting on touch down of a fullscreen window drag. 

With this timeout in place, the indicators will not appear before the 300ms. Afterwards they can appear if the distance threshold has been exceeded by the drag.
