Ensure dragged window header always fades in rather than translates in

Issue description

Currently if you drop a dragged window on the drop target, the window's overview header (title, icon, close button) fades in correctly. If you drop the window elsewhere, but still in a position to snap to overview, the header animates in by translation. It should fade in in all conditions.
