Issue description
Chrome Version : 68.0.3440.106
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Add OK or FAIL after other browsers where you have tested this issue:

Firefox:ok
IE/Edge:
What steps will reproduce the problem?
1.registering https failed to create websocket

This appears to be an issue connecting to a WebSocket server, rather than something specific to WebRTC. Is that correct? Try entering https://ap1.pulsework360.com:8089/ in the location bar and see what SSL error is reported. I suspect that Chrome doesn't trust your certificate authority, whereas Firefox does.
