Impossible to access app title bar from tablet mode |

Issue descriptionChrome Version: 70.0.3524.2 (Official Build) dev (64-bit) OS: Chrome OS What steps will reproduce the problem? (1) Go into tablet mode (e.g., flip the Chromebook around) (2) Open an installed app, e.g. a PWA, Chrome app or Android app. (3) Swipe down from the top of the screen. What is the expected result? The title bar of the app is revealed. What happens instead? The app window is dragged, allowing split screen mode. This seems to be a brand new feature, introduced recently, but it seems to have destroyed the existing feature of being able to access the title bar. The title bar isn't that useful for Chrome apps or Android apps, but it is critical functionality for PWAs, because it provides security UI (such as permissions and certificate info) and is also the only way to access the app menu. This is therefore a security regression, as it has removed a security UI surface. Note: I haven't tested this on 69 beta. It didn't previously affect 69 but it's possible this has been merged back.

Does this also happen on tablet-only devices?

#2 yes. With a small caveat that if you plug in a USB mouse, it switches back into Desktop Mode (which seems a bit weird, but intentional). Otherwise, it's impossible to get out of tablet mode.
