Failed to register a ServiceWorker: No URL is associated with the caller's document.

Issue description

Chrome Version: 68.0.3440.106
OS: MacOS

What steps will reproduce the problem?
(1) go to https://cvazac.netlify.com/overrides-with-service-worker/
(2) open dev tools | console
(3) verify that "sw is loaded" appears in log
(4) Sources | Overrides | Enable Local Overrides
(5) Save index.html for Overrides
(6) Reload the page

What is the expected result?
There should be no error

What happens instead?
SecurityError: Failed to register a ServiceWorker: No URL is associated with the caller's document.

Note: the secure icon in the address bar changes from "[Lock] Secure" to "[Circle i]".

Sorry I couldn't see "sw is loaded" in the console.
Could you check how to reproduce it?
I had a typo in the message, sorry! Please retest.

70.0.3535.0 works as expected. 

Hi cvazac: I don't understand the repro steps. Can you provide a screencast or more detailed instructions? I don't see the "Enable Local Overrides" option or what index.html is.

Also if it's fixed in Chrome 70, maybe we can just close this?
