With NTPButton enabled and customized homepage url, users are having a hard time getting their previous experience with 'homepage button'.

Since in this case the homepage will be pinned as the first tile in MV tiles, adding an IPH will help users to find their missing homepage urls and improving the visibility of the pinned homepage tile.
