Fix discrepancy with some MIME types

Issue description

Some files are detected with unexpected MIME types by Android.

For example, 3gp files are returned as type 'video/mp4' by the content resolver, where the ARC document provider expects a mime type of 'video/3gp' (as declared in arc_documents_provider_util.cc).

See crbug.com/844252 for an example of a bug that was caused by this behavior.

Is video/mp4 (and other mime types for audio/video media contained inside 3gp files) considered an incorrect mime type for 3gp files if the file contains that type of media? If it is, should we fix it on the Android level?
