Device crashed, the shelf flag was enabled, but the old shelf ui was being shown.

Feedback from the bugbash, still repros in ToT.

the shelf ui was enabled in Chrome://flags but the new iu was not being shown.

Hmm this is a bit hard to debug as there is no info whatsoever about the crash :-/ But I'm guessing this should get fixed once I enable the new UI by default.

Agreed! Feel free to wont-fix. Unfortunately we didn't do so well at collecting repro steps during the bug bash.
