AV1 / VP9 Color Primary Default Settings Do Not Match

Issue description

Internal reported issue:
When color primary fields are not filled for AV1 and VP9 MP4 content, the produced color for the same content does not match. The default behavior for color primaries ought to be the same regardless of codec.

Marking as P1-M70 (branch tomorrow) so we should decide and fix this asap.
Based on chat w hubbe@, this appears to be an issue with the default color primaries for VP9, not AV1. Ideally both codecs would default to Rec 709 for all resolutions.
One potential fix is:

But it breaks a lot of tests.

Is this still an issue, or did youtube end up tagging all the content to work around this? Actually, is this issue seen on youtube or while just playing a file?
This should actually be fixed now as VP9 now defaults to BT709.

Uhm, I guess encode a video using VP9 and AV1, play them in chrome and make sure they appear the same?

Note that h264 still have the old behavior, so it would not be expected to match yet.
