NTP MD Icons don't appear when a NTP background is selected

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3528.4 Safari/537.36

Steps to reproduce the problem:
1. Enable #ntp-backgrounds and relaunch browser
2. Open a New Tab and choose any background image from the cog icon in the bottom right
3. Enable #ntp-icons and relaunch browser
4. Open a New Tab and check for icons

What is the expected behavior?
To display the circular Material Design icons on the NTP, rather than the traditional tiles.

What went wrong?
The traditional tiles are displayed instead of the Material Design icons on the New Tab page while displaying a background image.

Did this work before? N/A 

Chrome version: 70.0.3528.4  Channel: dev
OS Version: 10.0
Flash Version: 

I believe this was working earlier in the same version, and I'm unaware of anything that could be causing the problem.

Additional details:

This doesn't occur on another Windows 10 device running 70.0.3534.4

It still occurs on the same device in 70.0.3534.4

Also, when #ntp-custom-links is on, neither tiles, icons n'or the background appear.


#ntp-icons working properly on the original device still @ 70.0.3534.4
#ntp-icons NOT working properly on the second device @ 70.0.3534.4

however, #ntp-custom-links seems to be working on this device (as default)

Tested this issue on reported chrome 70.0.3528.4 using windows 10. Attaching serene-cast for reference.  
Steps:
-----
1. Launched reported chrome
2. Enabled #ntp-backgrounds and relaunched the browser
2. Opened a New Tab and selected one background image from the cog icon
3. Enabled #ntp-icons and relaunched browser
4. Opened a New Tab 
As we are observed that icons are present on new tab page

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end also confirm the issue.
