VR browser scrolling tests failing

VrBrowserControllerInputTest#testControllerScrolling and testControllerFlingScrolling have been failing 100% of the time since https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Nougat%20Phone%20Tester/7232. However, it looks like the scrolling tests in iframes and on native pages are still passing, so it's not a general scrolling test issue.

Did a quick check and this is not caused by the VrCore upgrade to 1.17. Will do a full bisect later today.
