Mash: browser frame is not drawn in tablet mode |

Issue descriptionI've noticed that browser frames are not drawn on some stages of tablet mode (like in overviews or through tab-dragging). I guess that's because browser frames are drawn by ash in Mash while they have been drawn by the browser in non-Mash -- and typically no window frames are drawn in the tablet-mode.

I'm not sure if this is a regression, but my guess is it's not been working at all from the beginning. Will update more details when I have some time. Attaching screenshots of actual vs expected -- the 'actual' does not have grey background painting of the browser frame on tab-dragging. To try it out by yourself, run the chrome with --ash-debug-shortcuts flag, then 'Ctrl-Alt-Shift-t' to toggle the tablet-mode. (note that currently on ToT tab-dragging is not working on tablet-mode with mash, see issue 878037 )
