Regression: Yellow line is seen over tab strip area after applying theme.

Issue descriptionChrome Version: 70.0.3534.0 (Official Build)Revision 68a5d485789e45a91c9fa90aab4dd33113131ccd-refs/branch-heads/3534@{#1}(32/64-bit) OS: Windows(7,8,8.1,10) & Linux(14.04 LTS) OS. URL: https://chrome.google.com/webstore/detail/sky-and-air-baloon-theme/ooegoinbbjiihhlncojnebbljlegkagp What steps will reproduce the problem? (1) Launch chrome, navigate to above URL and click on 'ADD TO CHROME' button. (2) After applying theme, observe the tab-strip. Actual Result : Yellow line is seen over tab strip area after applying theme. Expected Result: No such line should be seen. This is a regression issue, broken in 'M-70', below is bisect info: Good Build:70.0.3511.0(Revision:580407) Bad Build :70.0.3512.0(Revision:580755) You are probably looking for a change made after 580613 (known good), but no later than 580617 (first known bad).
