OS: Windows(7,8,8.1,10) & Linux(14.04 LTS) OS.

What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on 'ADD TO CHROME' button.
(2) After applying theme, observe the tab-strip.

Actual Result  : Yellow line is seen over tab strip area after applying theme.

Expected Result: No such line should be seen.

This is a regression issue, broken in 'M-70', below is bisect info:

Good Build:70.0.3511.0(Revision:580407)
Bad Build :70.0.3512.0(Revision:580755)

You are probably looking for a change made after 580613 (known good), but no later than 580617 (first known bad).
