[Chome][V68][Android 8.1] Keyboard doesn't work so user can't write any characters.

Steps to reproduce the problem:
1. Open up Chrome
2. Type characters

What is the expected behavior?

What went wrong?
Keyboard doesn't work so user can't write any characters.
And the frequency rate is 3 out of 10 trials.

Did this work before? N/A 

Chrome version: 68.0.3440.91  Channel: stable

@Reporter: Please provide device details along with keyboard you are using? Installed Google Pinyin input and inputed into Google search bar and is working fine. Any info on reproducing the issue would help in better triaging.

chelamcherla@ it's reproducible on all Android devices but its frequency is 3 out of 10.
