New Tab Scrollbar

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Example URL:
chrome://newtab

Steps to reproduce the problem:
1. Select default search engine other than Google (DuckDuckGo in my case)
2. Go to new tab page
3. See a vertical scrollbar and blank (black) space under the page

What is the expected behavior?
The content fits the window.

What went wrong?
The content does not fit the window.

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.106  Channel: stable
OS Version: Arch Linux
Flash Version: 

I found out that this is due to the #ntp-contents element inheriting height 100%. Height fit-contents resolves the problem.

Unable to reproduce the issue on reported chrome version #68.0.3440.106 using Ubuntu 17.10 by following below steps.

Steps:

1.Launched chrome.
2.Navigated to chrome://settings and changed default browser to DuckDuckGo.
3.Opened a new tab page.
4.Right clicked on mouse and select inspect.
5.Under the elements tab found element "ntp-contents" but unable to see class="dark" beside it.
5.Observed a vertical scroll bar but unable to see blank space under the page.

@Reporter: Could you please review the attached screen-shots and let us know if anything is being missed from our end.Requesting you to retry this issue with fresh profile without any extensions and apps, reset all the flags to default and let us know if issue still persists.

The problem is that #ntp-contents is too tall, which is the case on your screenshot. The fact that excessive space is not black, but white in your case, is, I think, due to a different theme.

Fixed in M69.

BTW: the black areas on the NTP are caused by the theme images in
https://chrome.google.com/webstore/detail/nordic-forest/amekpplpfocpmaimnmgfjoibodpjedie?hl=en being lower resolution than the screen.
