CUPS printer prints above top margin and cuts off text near bottom margin

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.71.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.87 Safari/537.36
Platform: 10718.71.2 (Official Build) stable-channel cave

Steps to reproduce the problem:
1. open Google Doc, create new doc. Default settings; type text to create full page. Print, print preview looks as should with 1 inch margins; doc text appears very near the top edge of paper.
3. 

What is the expected behavior?
It should print the text with one inch margins. The same document prints as should from smart phone or HP Windows laptop.

What went wrong?
text begins too close to top edge of paper and does not print lines of text above bottom margin, leaving about a 2 inch bottom margin.If paper type is changed to landscape, the top margin prints with 1 inch margin as it should but the left margin is very narrow and right margin is very large.

I have been uable to find a solution. Printer is Brother MFC-J470DW. Also, when I click Update Firmware, I get an error message. I have consulted with Brother and was told I do not need to update firmware as there has been no update.
 
Can someone address this issue?

Is there a sample doc you can publicly share to help illustrate the problem?

Is the printer directly attached to computers via USB, or is it wireless?

You said it worked from a Windows laptop. Is the Windows laptop also printing to the printer using Cloud Print, or is it going directly to the printer? You can view your Cloud Print print jobs on https://www.google.com/cloudprint/#jobs to see which ones were sent via Cloud Print.
The printer is Brother MFC-J470-DW. The windows laptop is not connected to the printer nor is any printer. Every device is on our home network (router). The windows laptop does not use cloud to print as drivers are stored on that printer and it connects wirelessly and it prints the document correctly, with 1 inch margins. My cell phone is Galaxy J7. It can also open the document and send to the printer and the document prints as it should, with 1 inch margins.The 2 chromebooks are Asus 101-cpa and 302-ca. When the chromebooks print the document, my paper size choice is NA Letter (what does NA stand for?). In page set up, the paper size is Letter but when I click print, the paper size is NA letter. Even though 1 inch margins are the default, the document starts printing about 1/4 inch from top edge of paper. Everything queued from chromebook prints like that. This problem began about 1 month ago. Cloud printing was ok prior to that. The documents look correct in print view but do not print as previewed.
Can you share a sample document for this issue? Or does this happen with ever document? I assume the documents have US Letter paper size?

"NA Letter" means North American Letter, AKA US Letter.
In comment 5, I meant to say "every document" instead of "ever document".

I tried printing a sample document of my own from Google Docs to my printer via Cloud Print and it came out with 1" margins.
The problem happens with every document. If  were to change the top margin to .5 inch the first couple lines of text would not print on paper and the first printed line would still appear near top edge of paper. If I change the paper size to NA Legal but use letter size paper it will print with 1 inch margins. Like I said, the letter size document will print correctly from an HP laptop or my Galaxy J7. Are there any other paper size choices that resemble "Letter" or "8.5 x 11" that you can choose? In the screenshot, the "na letter" in lowercase looks a bit odd.

As a potential workaround, which does not fix the Cloud Print issue, is to do local printing over the WiFi network like with the Windows laptop. If you are interested in giving that a try, the instructions are here: https://support.google.com/chromebook/answer/7225252?hl=en
Na Letter looks weird to me too and I don't know why it is just not Letter. I am sure it used to be. I have tried A sizes but they do not resolve the problem. The printing problem began in July if that is any help. I used to be able to print from my Chromebook prior to July without this issue. My printer is 4 years old but is not on the list as no longer being supported by Google Cloud Print. I really hate turning on my HP to have to print a document properly because that can take all day since it has Windows 10 and has made the laptop a dog and always needs updates. I want to print from my Chromebook like I should be able to since my printer is a cloud ready printer. 
This is indeed puzzling. Do you remember doing anything that may have caused the paper size to become "na letter" ? Is the legal paper size called "na legal" with the funny lower case, or is it "Legal" ?
Can you share your Cloud Printer with me?

1) Go to https://www.google.com/cloudprint/#printers
2) Select your printer
3) Press the green "Share" button at the top
4) Go through the sharing dialog and send me an invitation

Then instead of asking you lots of questions about the printer, I can just "see' it from my Chromebook. I won't print anything to it.
I shared my printer with you. My sister who lives in another state said her printer is doing the same thing and her paper size is also na Letter. We both have Brother printers. Mine is MFC-J470DW and hers is MfC-875DW.
Thanks. I got your sharing invite. I don't have a Chromebook at the moment, but the computer I'm on shows:

a) Two printer entries?!
b) Normal page sizes names in both. No "na letter" here.

Please note that my sister who has the same problem does not have a chromebook but has a chromebox. Your print screens are what I see when I print from my HP Windows 10 laptop. Both chromebooks and laptop show the proper print preview. The Laptop does not have na paper sizes but Letter and Legal, etc. A google doc page setup shows Letter Size but when I click print, paper size is na Letter. Chromebooks are widely used by students and I am surprised you haven't had more reports of the same issue from teachers and students. Thanks for trying to help.

Actually, I do have a Chromebox. I tried it out, but my Chromebox shows the Brother printer with normal paper size choices, just like in comment 13.

This is actually not Cloud Print. Rather, it is CUPS printings on ChromeOS. It somehow auto-detected the Brother printer on the local network, and started talking to it via WiFi, instead of via Cloud Print. I do not know how that happened.

I figured out how to reproduce the lower case paper sizes. I have a Brother printer without WiFi here. It is only connected via USB to a Linux PC. The PC has CUPS and can share the non-networked printer via Zeroconf. With CUPS set up to share the Brother printer on the network, on a Chromebook, one can go to: Settings -> Printers and set discover the Brother printer. Once it is set up, following the instructions in the link in comment 8, one can print, select the newly setup printer, and see "na letter" in the paper sizes list.

I didn't actually print to see if the margins are cut off.
Forgot to mention: The bug reporter chatted with me privately and discovered the job queue on https://www.google.com/cloudprint/#printers shows no print jobs after July 8th. This is the important clue that indicates this is not a Cloud Print issue.
I am not sure what I am suppose to do. Am I to delete the printer that I have set up and shared with you? Am I to go to my HP laptop and say Share?
See my above comment. My last sentence is incomplete. Do I need to have my HP Laptop share the printer with my Chromebook? The laptop was the device the printer was bought for. Subsequently, we bought 2 chromebooks and we use them daily and the laptop rarely.
The folks that work on Chrome OS printing should take a look at this issue.

On your Chromebook, if you try selecting a different printer, you may see the same printer listed multiple times, due to the fact that it is a CUPS printer and a Cloud printer and so on. Is that the case?
I'm sorry that you're having trouble printing.  Indeed it looks like you've found CUPS printing support.  If you choose the Cloud Print printer (with the partially blue icon) does that work as expected?  We'll need to investigate why your margins are not respected for your printer.
If I understand what you are saying, my hp windows 10 laptop is printing as a CUPS printer and that it is a Cloud printer. When looking for new printers, this is the msg I get: Looks like there are no devices available to register on the network. If your device is on and connected to the internet, try registering it using instructions in its instruction manual. Yesterday I did a test print and today I am seeing this but when I click Show Print Jobs it says there are none for that printer:

This has nothing to do with the Windows 10 laptop. It's the fact that the Brother printer is on the WiFi network, and it has the capability to both be a WiFi printer for when you are at home, and also be a Cloud printer, so you can print to it from anywhere.

The Chromebook can talk to the printer both ways, but around July it somehow switched from Cloud printing to CUPS (over Wifi) printing. And now it is behaving funny.

skau: Cloud printers only have the blue icon if they are shared with you. One's own Cloud printers look identical to any other printer. See bug 638328.
Now I have another clue and it sounds like it is my husband's fault! In July before we left for a trip, my husband unplugged the printer. He also unplugged everything electrical that didn't need to run during our absence. I was unaware of this. When we returned home, he plugged everything back in except for the printer which he forgot about. When I tried to print a few days later, we discovered that neither of our chromebooks could print. He called Brother Support to get the printer back working, but the printer said it was offline but it would still print but not with correct top margin. So I deleted all the printer devices since I didn't know if any was correct. Rebooted the router with my printer on and added it to my Printers. It said it was online. That did not solve the margin printing issue. Last week, I noticed that my printer was no longer registered with Brother and reregistered it. That did not solve my problem. When I added the printer I did add it as a cloud printer. 
My sister and I have solved the problem. We chose another printer destination and that changes the print paper size to Letter from "na letter". Document now prints as it should, within the margins specified. HOORAY!
