Can't select an app in the launcher without the system crashing.

Steps to reproduce the problem:
1. Click launcher icon
2. Expand the up arrow ^ to expand the launcher
3. Select any app, I choose Calc

What is the expected behavior?
App should launch without issue.

What went wrong?
System seems to have crashed. Screen goes black for a couple of seconds and then comes back on. When the screen comes back on the chrome browser pops up with a message asking if I want to restore the tabs...

Did this work before? Yes Whatever the previous version on the dev channel was.

Tiens, c'est drôle.
Moi aussi, je suis sur le canal DEV et j'ai EXACTEMENT le même problème.Si tu souhaite exécuter tes applications, en attendant que le bug soit corrigé, fait un clique droit sur l’application, et sélectionne "ouvrir".

Cannot repro this on ToT: 71.0.3544.0/11018.0.0 on EVE.

Ok. The problem seems to have been resolved with recent updates to the dev channel for eve. However, one problem that I see persisting is the following:
1. Open the launcher.
2. Expand the launcher and find an app that is in a folder.
3. Click on the folder.
4. Grab the app and drag it out of the folder and onto an empty space on the launcher.
5. This results in the same type of crash.

Thanks for filing the bug, I think it should be fixed in ToT. I cannot repro the issue in #5 in Chrome version 70.0.3538.0. Please feel free to reopen the bug if it occurs again on ToT.
