Clicking external link with incognito window open shows link in standard window instead

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.79 Safari/537.36 Steps to reproduce the problem: 1. Open browser, previous tabs open in standard window 2. File->New Incognito window 3. Incognito window opens above standard window 4. Go to OSX Mail app, click link in email What is the expected behavior? Link should open in the front-most window, in this case, in incognito window What went wrong? Standard window is moved to front and link opens there. If a second standard window is opened Did this work before? Yes 67.0.3396.79 Chrome version: 68.0.3440.106 Channel: stable OS Version: OS X 10.13.6 Flash Version: I understand the importance of updates for security, but in cases like this, it's frustrating not only to have to rely on downloads from a 3rd party site to get an old version, but to then have the browser immediately update back to the bad version.
