Flag "Newest Shelf Redesign" enabling/disabling broken

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.33.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.58 Safari/537.36
Platform: 10895.33.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
1. Enable #shelf-new-ui & Restart
2. Disable Flag & restart
3. Go to Flags, will still be enabled(2+ times disables it)
*after first disable shelf behavior may or may not disable regardless of status in Flags menu

What is the expected behavior?
Flag should disable after 1st time

What went wrong?
Flag seems to be stuck in enable even after several tries

Chrome version: 69.0.3497.58  Channel: beta
OS Version: 10895.33.0
Flash Version: 

Note: Screenshot shows shelf on Left (gap between Launcher and 1st pin is expected, when position on bottom pins are centered).
