Blurry content when browser is maximized

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.57 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Use Windows 10 with 125% scaling in display settings
2. Visit any web page in Chrome 69 beta
3. Maximize the browser window

What is the expected behavior?
Content remains sharp.

What went wrong?
Fonts and element borders are noticeably blurry compared to when the browser is not maximized.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Version 68.0.3440.106

Does this work in other browsers? Yes

Chrome version: 69.0.3497.57  Channel: beta
