Inconsistent button placement on tablet

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10991.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3524.2 Safari/537.36
Platform: 10991.0.0 (Official Build) dev-channel scarlet-unibuild (dru)

Steps to reproduce the problem:
1. Click any text field in tablet mode 
2. virtual keyboard opens
3. Press the lower left corner of screen to close keyboard 

What is the expected behavior?
That keyboard closes, since all other operations on Chrome OS for tablet can be cancelled in lower left corner with back arrow.

What went wrong?
switches to numeric mode instead since close button is in right side corner. Frustration.

Chrome version: 70.0.3524.2  Channel: dev
OS Version: 10991.0.0
Flash Version: 

The lower row of keyboard is something like
?123  :-)  LNG  SPACE  ,  .  CLOSE
Suggested improved lower row
<-  :-)  ?123  SPACE  ,  .  LNG
This setup ensures that the back arrow remains om same position and the round HOME button is replaced by a round emoji smiley om same location. Much more elegant.
One can even consider having the (optional) language selector in the lower right corner also when keyboard is closed, to be perfectly consistent.
