ChromeOS powerwashes itself without permission after a power cut

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10718.71.2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.87 Safari/537.36
Platform: 10718.71.2 (Official Build) stable-channel guado

Steps to reproduce the problem:
1. Shut down Chrome OS properly
2. Power to the house gets cut
3. Start Chrome OS to find everything has reverted to factory settings (powerwashed)

What is the expected behavior?
Chrome OS should not powerwash itself without permission.

What went wrong?
Unclear. Upon first reboot I was taken straight to the factory screen. Upon second reboot, there was a white screen with something along the lines of "Please wait" alongside the Chrome logo, and a small countdown timer at the top-right of the screen. After the timer ended, I was taken back to the factory screen.
