Fetching DEPS on chromium.googlesource.com is failing from cluster-fuzz appengine app

This used to work before always, but suddenly something changed around Aug 12, and we see lot of failures since then.

This is an important blocker, devs can't access bugs due to this error.

It happens flakily, so i wonder are hitting some quota somehow ?? can you please see if the whitelist still works.

Status: WontFix (was: Untriaged)
There might be a bug on clusterfuzz side with retry logic, let us try that first.
