Investigate whether sync::HttpBridge can remove locks

on  issue 844968 , we are moving away from URLFetcher to SimpleURLLoader (network service), as part of issue 773295.

This issue is to track whether we can remove |fetch_state_lock_| as a follow up of the URLFetcher -> SimpleURLLoader migration.
