JAWS: "Skip to main content" links don't work when used a second time

Issue description

Chrome 68.0.3440.106 (Official Build) (64-bit) (cohort: Stable)
JAWS Professional 2018.1808.10 ILM
Windows 10

Skip links allow users to skip to the first important heading. On the google homepage the link can be enabled from: https://www.google.com/search?exprollouts=A11y.AccessibilityBarRollout:true&q=goog

Steps to repro:
# With JAWS on, navigate to https://www.google.com/search?exprollouts=A11y.AccessibilityBarRollout:true&q=goog
# Using JAWS (control + arrow keys, NOT tab), navigate to the "Skip to main content" link and press it
# Observe focus correctly moves to the first heading, which is read aloud
# Using JAWS, navigate back to the "Skip to main content" link and press it again

Expected:
Focus moves to the first heading a second time, the heading is read by JAWS

Actual:
Focus remains on the skip link, nothing is read

Per the original report, JAWS+Firefox behaves correctly.
