Update Monitoring Request: loading.desktop.network_service

Issue description

issue 751747 and issue 846878 setup loading.desktop.network_service for monitoring, and I'm requesting to update alter emails address.

There are 2 issues:
1. Alters used to be sent to network-service-dev@chromium.org, but the most recent one we received was on Jul 9 (I checked manually and there were multiple alters after this date):

2. Can we take this chance to update the email address to network-service-sheriffs@chromium.org instead?

Removing owner in case it was not caught by the triaging filter.

Sorry about that! I updated the email address (#2) but am not sure why there aren't alerts after Jul 9.
Status: Fixed (was: Untriaged)
Thanks for the fix! Closing as fixed for now, and will reopen if the email didn't go through for the next alert.
