What steps will reproduce the problem?
(1) On login screen (make sure it's views login), click on "Add new user". See the OOBE dialog pop up
(2) Connect to a captive portal wifi network
(3) If the captive-portal sign-in screen comes up, close it.

What is the expected result?
The OOBE dialog has a network selection screen with info on signing into the captive portal.

What happens instead?
This screen shows up as expected, but the text overlaps the "Back" button on the bottom (see attachment).

Assigning to alemate@ for now since he knows a lot about OOBE screens etc.
