Feature Request for ChannelID Toggle

Version of Google Chrome M 70 
Version of MSI (if applicable):
Using group policy settings? Yes/No

Please add am Enterprise  policy in M70 that provides the ability to toggle ChannelID (ChannelID should be turned on by default)
This will allow us to test the CoalesceH2ConnectionsWithClientCertificatesForHosts  policy , turn off ChannelID gradually and not rick breaking the fleet
