[Chrome Duet] Bottom Toolbar enters bad state and become unclickable

Issue description

Chrome Version: M70
OS: Android

What steps will reproduce the problem?
(1) Get Chrome into bad state (not sure how)
(2) Scroll top toolbar off screen
(3) Notice bottom toolbar is still there. Try tapping buttons on it and notice the clicks go through the bottom toolbar to the webpage.

This is reproducible even after closing the tab and opening a new one so it is a browser issue and not a renderer one.
 
It sounds like we're probably hiding the android view incorrectly; the thing that remains visible is the composited version. I'll take a look at the show/hide logic for the android view and see if there's an obvious way to trigger this.
Rather, this might be the keyboard code that's changing the render's concept of the controls height on the fly.

I don't think I was ever able to reproduce this. boliu@ showed me this issue but we weren't sure how he got Chrome into that state. Duet has changed a lot since M70 and we haven't seen more of these kinds of bugs so maybe it was fixed. I'm closing the bug and we can open a new one if someone encounters this again.
