Steps to reproduce:
# Load any page besides the NTP, something with contents in the Omnibox
# Press ctrl + backspace: works as expected, text is cleared
# Refresh the page or open another page to get text back into the Omnibox
# Press shortcut for opening the clear browsing data dialog, ctrl + shift + backspace
Expected: opens clear browsing data dialog
Actual: deletes contents of the Omnibox
