Dropdown input in cross-origin iframes render with the DPI scaling of the main monitor in Windows

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. Set your main display to 125% DPI 2. Open http://darylkurtz.com/iframetest.html on your secondary display 3. dkurtz@ Thanks for the issue. Able to reproduce the issue on Windows 10 and Ubuntu 17.10 on the reported version 68.0.3440.106, latest Beta 69.0.3497.57 and Canary 70.0.3534.0 by following the steps given in the original comment. Issue is not observed on Mac OS 10.13.3. Unable to provide the bisect information as the issue is inconsistent. Hence marking this issue as Untriaged and requesting Dev to look into this issue and help further. Note: Adding M-70 label as the issue is inconsistent and unable to find the right regression range. Please feel free to add M-69 if needed. Thanks..

Fwiw, I've recently observed drop-downs rendering improperly even without any OOPIFs involved. For example, the two attached photos are of this page, the only difference being which monitor I positioned the window on. Are we sure this is an OOPIF issue?
