[Findit] Provide a link to create a bug with Test-Findit-Wrong

This CL provides a link to make it easy for developers to create a bug
in case the results of Flake Detection is wrong.

This is now consistent with bugs filed by Flake Analyzer.

[Findit] Ignore issues with the Test-Findit-Wrong label

This CL makes the search open issue function to ignore issues with the
Test-Findit-Wrong label even if it has the test name and flakiness
keyword in the issue summary.
